Chngcell is a MicroStation design file utility that enables you to manipulate cell elements. You define a command file that contains instructions that indicate how to process the cells. Options include replacing cells with a different cell, replacing cells using placement parameters (cell name, angle, size, etc...), read from a database table, and loading the cell name into the a database table attached to the cell element.
